There is the holy grail of search by images themselves, not by tags or some logical parameters. Some companies like www.ideeinc.com or www.recogmission.com are focused on this. Creative Commons stuff is obviously a good start, but there are many websites containing images which are freely available for use and having a central search option to go through them all would be a nice touch.
